Development of Protective Relaying Scheme for IPP tie-in

An IPP Generating Station provided 5.1 MW of aggregate generation consisting of five landfill gas fueled 0.925 MW engine-generators and five 100 MW solar panel generators to the grid. Altran Solutions' scope of work included preparation of the design package to facilitate the installation of RFL model 9745 to send the trip signal over a 4 wire FDDA telephone line to a remote terminal if the feeder breaker at the Utility Switching Station is open. Reclosing of the feeder breaker is blocked until RFL receives confirmation from the remote end that remote breaker has opened. Altran Solutions also reviewed the remote terminal schemes for proper coordination with remote trip scheme at the Utility Switching Station.

Brine Regeneration Control System Replacement

Altran Solutions completed a replacement of the existing outdated Distributed Control System (DCS) was completely replaced with a new Allen Bradley Based Control System using Intellution Software with Graphical Unit Interfaces in both the main and remote control rooms for a New York City Steam Generating Station. All new controls, including those for pumps, flow control valves, and all new instrumentation, were designed to complement the existing control system. Altran's scope also included defining the I/O, and operational guidelines for integration and input to the software design firm.

Boiler Drum Level Modifications

Altran Solutions prepared the engineering plans and specifications to replace the existing "Hydrastep" drum level instrumentation for multiple Package Boilers. The work involved determining optimum "cut points" for the new piping to be installed and the electrical and control design effort to install the local and remote alarm/indication and control units for drum level trip and alarm set points.

Upgrade of Flue Gas Recirculation System

Altran Solutions supported our client in their installation of a new Flue Gas Recirculation Control System to improve the performance of one of their existing boilers at an operating station. Altran previously completed the detailed instrumentation design for the system including new mass flow transmitters and connection to the existing damper control system. Altran also prepared the system test guidelines for installation checkout.

ISA Data Sheets for LNG Enhancement Plant Project

Altran Solutions provided engineering and design services for the preparation of 170 instrument and control valve data sheets in accordance with ISA-TR20.00-01-2001 specifications for equipment supplied by Air Products Corporation. This effort included the review of Air Products P&IDs, equipment data sheets, field walk down and verification of actual nameplate data and completion of the ISA data sheets. All information was completed in both hard copy and electronic formats, which facilitates rapid storage and data retrieval.

Desuperheating Pressure Reducing Station

This project entailed the installation of two new steam desuperheaters and a pressure- reducing control valve station including all piping, desuperheater water shut-off valves, strainers, and a complete electronic control system. All system components, including the desuperheaters, control valves, relief valves, single loop controllers and other miscellaneous items, were designed and selected by Altran.

360 MW Repowering Preliminary Engineering - East River Generating Station

This project involved the preliminary engineering associated with the installation of new Steam and Combustion Gas Turbines (CTGs) and Heat Recovery Steam Generators (HRSGs) for possible installation at the East River Generating Station. Specific activities included performing an analysis of potential Gas Turbines and HRSGs to be used, preparing the specifications for this equipment, performing heat balances, completing general arrangement layouts, and evaluating the required changes to the existing structure to ensure equipment can be properly installed and supported. Altran Solutions also supported Con Edison in preparing submittals for permit applications to various government organizations.

Feedwater Heater Replacement - East River Generating Station

Altran Solutions provided the mechanical engineering, design and associated instrumentation and controls work for replacement of the 76S high-pressure feedwater heater for Boiler #70 at Con Edison's East River Station. This work included detailed field surveys and dimensional verification of the existing and replacement feedwater heater nozzle configurations, specification of piping materials, piping fabrication details for the fit-up of replacement spool pieces, evaluation and repositioning of pipe hangers, and installation of new vessel level sensing lines and level indicating devices.

Express Steam Main Installation - East River Generating Station

Altran Solutions provided the mechanical and structural engineering and design documents for the installation of a 30 inch diameter steam main, providing 3,000,000 lb/hr of superheated steam from Con Edison's East River Repowering Project to a micro-tunnel located at 14th Street and Avenue C. The design effort involved the routing of the 30" diameter steam main through the existing power station, along an overhead bridge, and through an electrical substation. Engineering work consisted of piping stress analysis and pipe support design. Altran Solutions provided a complete set of installation drawings, including piping, and all associated secondary steel erection and concrete footings for pipe supports.

Relocation of Unit 30 ID Fan - Astoria, NY

Altran Solutions completed an engineering package for the relocation of Unit 30 ID Fans. Altran Solutions originally completed a general arrangement for the new location and a performance bid specification which was used to get three bids from duct manufacturers. The scope of work involved interface with the selected mechanical contractor and design of new concrete foundations and evaluation/modifications to the existing steel framing to support the new ductwork. A model was developed of the existing structure in STAAD and was used to evaluate the new loads imposed on the structure. Two 2.5 MVA substations were also being relocated and detailed drawings of the cable bus runs generated for use by the manufacturer.

Washington Water Power

Altran Solutions performed an analysis of available Gas Turbines and Heat Recovery Steam Generators (HRSGs) for the possible installation of a cogeneration facility at Washington Water Power's Kettle Falls facility and other non-specific sites. The report included comparative analysis of equipment offered by several Gas Turbine and HRSG manufacturers such as Solar, GE, ABB, Deltak, and Vogt.
