Inner City Substation Conceptual Study

Altran Solutions developed a Conceptual Study for a Substation Addition in a major Northeast City. The study was based on an initial meeting with Client's Engineering staff and subsequent meetings, telephone conversations and surveys of the existing facility prepared by the representative section leaders of the existing facility.

Altran Solutions considered three design schemes in the development of the study; Transmission Station only, Area Station only and Transmission and Area Station. Each of the design schemes considers various layout arrangement options for the site. Proposed layout arrangements were evaluated for the following:

  1. Maintaining the existing operations/facilities at the site to the greatest extent possible. Those operations/facilities, that may need to be relocated to accommodate the proposed new construction, were indicated.
  2. All current Building and Zoning Code requirements were reviewed
  3. The design schemes maximized vertical/below-grade construction, to the greatest extent possible, based on applicable codes and the operational and functional characteristics of the existing and proposed facilities.

This study has received input from the Client's Engineering and incorporates the operational requirements of the various departments at the site. These requirements were used in order to determine the most suitable rearrangements/relocations required for the existing operations/facilities to allow for the installation of the three (3) different substation addition scenarios.

In addition to the latest typical layouts for Transmission and Area Substations, this study presented options for utilizing GIS Type equipment, in an effort to allow for a much more compact transformer vault size.

Installation of New 130 MVA Substation

Altran Solutions provided detailed engineering design of a new 138/13.8kV substation for our client to upgrade their existing substation in Westchester County, New York. This project included building two new transformer vaults, new switchgear building, new control and battery rooms, revising the existing switchgear building and installing a new cable pressurizing plant and oil/water separator site drainage system. The transformer vault designed included 65 MVA Transformers and a reroute of both the 138kV Transmission lines and 13.8kV distribution lines. The work scope also included calculation and design of the necessary ground grid meeting the requirements of IEEE 80. Additionally, Altran Solutions prepared the site plan for City approval including a 3D AutoCAD model showing a perspective rendering of the expanded facility blended within a digital photograph of the existing site.

Substation Breaker Replacements

Altran Solutions has provided all physical and wiring designs for over a dozen new and replacement 115kV, 138kV, and 345kV breakers. Existing breakers were replaced using new SF6 type breakers at each location. Work packages included physical layout to ensure adequate clearances and segmenting packages into specific bus outages in order to minimize outage times. Altran Solutions also provided installation support/management services during construction and testing.

Spill Prevention and Control Countermeasure Packages

In response to New York Department of Environmental Conservation (NYDEC) and EPA requirements, Altran Solutions has designed containment modifications for oil filled equipment at numerous sites. These designs have included containment curbs, collection trenches, drainage system modifications, and oil/water separator tank systems.

Relay Upgrade for Capacitor Bank Voltage Balance Relay Scheme

The design for the replacement of 230 KV Cap Bank Voltage Balance obsolete regular and backup protective relays utilized microprocessor based units on capacitor banks A & B. The design also, provided critical circuit monitoring and enhanced annunciation for the capacitor banks. A third bus potential source was added to serve as a standby bus potential source to increase reliability. In addition, the design included the consolidation of multiple ground points.
